Canada Dental Care Plan

Status: The plan is expected to begin rolling out by the end of 2023 with full implementation by the end of 2025.

What is the Canadian Dental Care Plan (CDCP)?

According to the 2023 federal budget, the new national plan will:

  • provide dental coverage to uninsured Canadians under 18, persons with disabilities, and seniors who have an annual adjusted family income of less than $90,000. There will be no co-pays for those with an annual family income under $70,000.
  • begin providing coverage by the end of 2023 with full implementation by the end of 2025 to cover all uninsured Canadians with an annual family income under $90,000.
  • be administered by Health Canada, with support from a third-party benefits administrator.
  • be funded with an investment of $13 billion over five years, starting in 2023-24, and $4.4 billion ongoing for implementation.
  • support up to nine million uninsured Canadians once fully implemented.

In December 2022, the Government of Canada launched the interim Canada Dental Benefit which allows eligible families to receive financial support they need to cover dental expenses for children under 12 years of age.
